Staff Appraiser

Staff Appraisers provide oversight for fee panel appraisers, builders and the Lender Appraisal Processing Program (LAPP). They coordinate the appraisal process by reviewing cases to ensure appraisal reports are completed accurately and efficiently and resolve disputes. At the GS-12 level, Staff Appraisers may become Specially Adapted Housing (SAH) Agents who assist Veterans in obtaining a barrier–free, accessible living environment, which affords the Veteran a level of independent living he or she may not normally enjoy.

Knowledge Areas

Staff Appraisers need to have a thorough understanding of:
  • Appraisal theory, principles and techniques (e.g., market trends, cost, income and sales comparison approaches to value)

  • Uniform Standards of Professional Appraiser Practice

  • Privacy Act and Information Security

  • Blueprints, plans and specifications

  • Appraisal reports (e.g., purchase, refinance and liquidation)

  • Federal, state and local laws pertaining to the VA Home Loan Program (i.e., appraisals and grants)

  • Principles of Universal Design and Aging in Place

  • VA Property Eligibility and Minimum Property Requirements

  • VA regulations, manuals and directives relating to Loan Guaranty programs (e.g., Lender's Handbook and Fee Appraiser's Guide)

  • Compliance standards (e.g., M26–2, M26–9 and M26–7)

Training & Developmental Experiences

Grade Range: GS07-GS09

Developmental Experiences
  • Review an appraisal report for marketing or purchase of property

  • Research Uniform Standards of Professional Appraisal Practice (USPAP)

  • Research a Privacy Act and its implications

  • Review a set of home plans

  • Use an appraisal report to make a purchase decision

  • Examine legal documents for proper format and conformity to regulations and policies

  • Determine the difference between a cosmetic condition and an unsafe, unsanitary or unsound condition

  • Research housing benefits available to Veterans

  • Research compliance standards

Developmental Experiences
  • Apply appraisal techniques to determine the accuracy of the opinion of value for property

  • Interpret the applicability of Uniform Standards of Professional Appraisal Practice (USPAP)

  • Follow all IT security regulations and rules of behavior governing use of VA computer applications

  • Read and interpret a set of blueprints to determine value of the property

  • Determine the appropriate appraisal report type for a specific assignment

  • Review closed cases for compliance with laws, regulations and Uniform Standards of Professional Appraisal Practice (USPAP)

  • Ensure VA properties meet Property Eligibility Requirements and Minimum Property Requirements

  • Respond to inquiries from stakeholders concerning appraisals and property issues

  • Conduct a desk review of appraisal to ensure compliance

Developmental Experiences
  • Review and adjust appraiser's opinion of value for property

  • Ensure appraiser compliance with Uniform Standards of Professional Appraisal Practice (USPAP)

  • Follow all IT security regulations and rules of behavior governing use of VA computer applications

  • Read and interpret a set of blueprints to determine value of the property

  • Review appraisal reports for accuracy of form and type

  • Audit cases for any violations of laws and regulations

  • Interview a Veteran and determine appropriate home adaptation designs for possible implementation

  • Ensure VA properties meet Property Eligibility Requirements and Minimum Property Requirements

  • Respond to inquiries from stakeholders concerning appraisals and property issues

  • Conduct a field review of appraisal to ensure compliance

  • Assist employees on setting realistic goals based on their strengths and areas for growth

  • Provide a stretch assignment to an employee to leverage and improve their skills

  • Recognize and reward team efforts and individual accomplishments

  • Update stakeholders on changes that may affect them

  • Identify new internal colleagues to partner with to achieve organizational goals

  • Develop a relationship a with peer outside of the work unit

  • Facilitate a discussion where others can share their differences of opinion

  • Manage the expenditure of resources (e.g., time, money, materials and people) in support of operations

  • Help others to plan, organize and prioritize workloads to ensure timely high quality deliverables

  • Articulate VA’s mission externally to advocate for Veterans

  • Collaborate with internal and external colleagues in support of VA's mission

  • Express needs, concerns or requests to senior staff in order to achieve project results

  • Mediate simple conflict and disagreement among staff members

  • Manage the operating budget

  • Utilize a formal performance management system that provides measureable performance standards to monitor project progress

  • Articulate VA’s mission externally to advocate for Veterans

This job has positions which range from GS07 to GS12.

As part of the duties that may be performed in this job, an employee:
