Equal Opportunity Assistant

Equal Opportunity Assistants provide technical, clerical and administrative support to Equal Employment Opportunity (EEO) Managers. They use their subject matter expertise to support EEO complaint processing and hearings, as well as other civil rights programs and activities. Equal Opportunity Assistants work to foster an inclusive work environment that values diversity and makes VA better prepared to meet the many different challenges facing the Department. Equal Opportunity Assistants provide critical support services that make a real difference in the successful operation of the Department and in accomplishing VA’s mission.

Knowledge Areas

Equal Opportunity Assistants need to have a thorough understanding of:
  • Clerical practices and office routines

  • Fund control points (e.g., integrated fund distribution activity, accounting and procurement)

  • Data gathering and processing techniques used in creating EEO reports

  • EEO complaint process

  • Oversight and maintenance of confidential records

  • EEO laws and other pertinent regulatory guidelines

  • EEO program planning, coordination and evaluation

  • VA benefits and services available to Veterans

  • The mission, vision and services offered by the various organizations within VA (e.g., Veterans Benefits Association (VBA), Veterans Health Administration (VHA) and National Cemetery Administration (NCA))

  • Techniques used to elicit information from individuals regarding Equal Employment Opportunity (EEO) issues

Training & Developmental Experiences

 Grade Range: GS05-GS06

 Developmental Experiences
  • Provide administrative and clerical office support (e.g., typing, filing and scheduling)

  • Manage the office budget

  • Monitor and track EEO complaint data

  • Resolve employee disputes

  • Protect and maintain sensitive employee information

  • Conduct basic library or website research on EEO laws and policies

  • Assist in coordinating meetings, conferences and training sessions

  • Research VA mission and objectives

  • Follow an established protocol to resolve a conflict

  • Obtain basic information regarding EEO claims (e.g., personal information about the claimant and details about the complaint)

 Developmental Experiences
  • Edit reports and correspondence for correct format, grammar and spelling

  • Function as the Fund Control Point Clerk to ensure control point activities for EEO are processed in a timely manner

  • Provide recommendations on EEO issues based on statistical data

  • Destroy records in accordance with the Records Control Schedule (RCS)

  • Compile and assemble information regarding personnel laws and regulatory guidelines relating to major HR specializations (e.g., classification, recruitment and placement, and employee benefits)

  • Assist in designing and conducting EEO-related training courses for employees at all levels, including EEO staff

  • Provide basic guidance to Veterans regarding VA benefits and services

  • Create a referral list that provides employees and applicants with points of contact for questions and concerns

  • Ask open-ended questions about the complaint to obtain detailed information that will be used to decide how to refer the claim

This job has positions which range from GS05 to GS09.

Examples of duties that employees in this job may perform include:
  • Assists in developing EEO, sexual harassment and diversity-related training programs

  • Establishes and maintains tracking systems for the EEO program

  • Assists in preparing a variety of reports (e.g., special, recurring, formal and informal reports)
